Approval and Promulgation of Implementation Plans; Texas; Reasonably Available Control Technology for Major Stationary Sources of Nitrogen Oxides for the Houston/Galveston and Beaumont/Port Arthur Ozone Nonattainment Areas
The EPA is proposing conditional approval of rules into the Texas State Implementation Plan (SIP). These rules require Reasonably Available Control Technology (RACT) at stationary sources of nitrogen oxides (NO X ) in the Houston/Galveston (H/G), and the Beaumont/Port Arthur (B/PA) ozone nonattainment areas. Texas originally submitted these rules on June 15, 1993. Texas has made nine revisions to the rules since the original Submittal. In this document we propose conditional approval of Texas' SIP submittals concerning control of NO X emissions dating from June 15, 1993 to May 20, 1998, as meeting the NO X RACT requirements of the Federal Clean Air Act (the Act).
