Definition of ``Member'' of a Membership Organization

On July 30, 1999, the Commission published the text of revised regulations defining who qualifies as a ``member'' of a membership organization for purposes of the Federal Election Campaign Act. 64 FR 41266. The Commission announces that these rules are effective as of November 2, 1999.
