NOAA Finalizes Management Plan for Hawaiian Islands Humpback Whale National Marine Sanctuary

The National Oceanic and Atmospheric Administration (NOAA) has completed a comprehensive final management plan for the Hawaiian Islands Humpback Whale National Marine Sanctuary, which was implemented through final regulations issued on March 28, 1997. The regulations were subject to a 45-day review period, during which the Governor of Hawaii submitted a certification requesting amendments to certain provisions.
