EPA Submits Report to Congress on Phase II Storm Water Regulations

The Environmental Protection Agency (EPA) has submitted a report to Congress ahead of the implementation of new Phase II storm water regulations, which were mandated in the agency's 2000 budget. The EPA is now seeking public input on the report, as required by law.
