State-administered Programs

The Secretary amends the Education Department General Administrative Regulations (EDGAR) governing State-administered programs. These final regulations are necessary to implement a recent statutory change that affects all elementary and secondary education programs administered by the United States Department of Education (Department) under which the Secretary allocates funds to States on a formula basis. The regulations will ensure that charter schools opening for the first time or significantly expanding their enrollment receive the funds for which they are eligible under these programs.
