Federal Acquisition Regulation; Progress Payments and Related Financing Policies Finalized

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule to simplify and clarify the Federal Acquisition Regulation, reducing burdens on contractors and contracting officers, and expanding the use of performance-based payments in research and development contracts.
