Federal Acquisition Regulation; Preference for U.S.-Flag Vessels

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing to update the Federal Acquisition Regulation to require the use of U.S.-flag vessels for the transportation of supplies by sea, except for commercial items acquired through subcontracts.
