Federal Acquisition Regulation; Signing and Retention of High-Technology Workers

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing to update the Federal Acquisition Regulation to explicitly allow signing and retention bonuses for defense contractors to attract and retain highly skilled workers.
