Regulations Governing Off-the-Record Communications

The Federal Energy Regulatory Commission (Commission) is proposing to revise its rules concerning communications between persons outside the Commission and the Commission and its employees. The proposed regulations are designed to clarify ambiguities in the existing ex parte rules and to provide better guidance on what communications to and from the Commission are permissible and what communications are prohibited.
