Federal Regulation Mandates Electronic Payments for Federal Agencies

The regulation, which went into effect on January 1, 1999, requires federal agencies to make all payments, except those under the Internal Revenue Code, electronically through the Treasury Department's Electronic Funds Transfer (EFT) system, and sets forth the responsibilities of agencies and recipients in implementing this system.
