EPA Proposes Settlement Agreement to Resolve Carbon Monoxide Nonattainment Area Litigation

The Environmental Protection Agency (EPA) has proposed a settlement agreement with Citizens for Balanced Transportation (CBT) to resolve a lawsuit over the EPA's approval of Colorado's nonattainment area state implementation plan (SIP) for the Denver carbon monoxide (CO) nonattainment area, which would require the EPA to operate a continuous CO monitor and the state to establish a comprehensive meteorological site.
