Old ATC Refinery Superfund Site; Notice of Proposed Settlement

The U.S. Agency is proposing a settlement with Linda Carroll and Carroll Carolina Corporation to recover past response costs for the Old ATC Refinery site in Wilmington, North Carolina, with a payment of $170,000.00 if the site sells before April 1, 1999, or $85,000.00 annually for three years if it doesn't.
