Defense Department Exempts Federally Funded Research Centers from Weighted Guidelines for Profit and Fee Objectives

The Director of Defense Procurement has issued a final rule exempting contract actions with Federally Funded Research and Development Centers from the weighted guidelines method, instead requiring contracting officers to establish fee objectives based on the DoD FFRDC Management Plan.
