EPA Proposes Allocation of 1999 Essential-Use Allowances for Stratospheric Ozone Protection

The Environmental Protection Agency (EPA) is proposing the allocation of essential-use allowances for the 1999 control period to control ozone-depleting substances, as mandated by the Montreal Protocol on Substances that Deplete the Ozone Layer.
