FRA and STB Develop Regulations for Safety Integration Plans in Railroad Consolidations and Mergers

The Federal Railroad Administration and the Surface Transportation Board have proposed complementary regulations for railroads to develop and implement safety integration plans (SIPs) for mergers, consolidations, and acquisitions of control, with the FRA also requiring start-up transactions to prepare SIPs.
