Federal Acquisition Regulation to Simplify Progress Payments and Financing Policies

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing changes to the Federal Acquisition Regulation to reduce burdens on contractors and simplify progress payment financing, allowing for performance-based payments in research and development contracts and expanding subcontractor financing options.
