Federal Acquisition Regulation; Executive Order 12933, Nondisplacement of Qualified Workers Under Certain Contracts

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule amending the Federal Acquisition Regulation to implement Executive Order 12933, signed by President Bill Clinton on October 20, 1994, requiring workers on certain building service contracts to be given the right of first refusal for employment with the successor contractor if they would otherwise lose their jobs due to contract termination.
