This document requests comments on a petition filed by Dockins Communications, Inc., licensee of Station KYLS-FM, Ironton, Missouri, and Ultra-Sonic Broadcast Stations, Inc., licensee of Station KKID(FM), Salem, Missouri (``Petitioners''). Petitioners request the substitution of Channel 240C3 for Channel 224A at Ironton, Missouri, and modification of the license for Station KYLS-FM to specify operation on Channel 240C3 and substitution of Channel 225C3 for Channel 240A at Salem, Missouri, and modification of the license for Station KKID(FM) to specify operation on Channel 225C3. Since the proposal for Ironton and Salem constitutes an incompatible channel swap, we will not accept competing expressions of interest for Channel 240C3 at Ironton. See Modification of FM Broadcast Licenses to Higher Class Co-Channels or Adjacent Channels, 60 RR 2d 114,120 (1986). The coordinates for Channel 240C3 at Ironton are 37-33-46 and 90-44-29 and the coordinates for Channel 225C3 at Salem are 37-38-01 and 91-32-05.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
