Radio Broadcasting Services; Grand Isle and Empire, LA - Request for Comments on Rule Making Proposal

The Federal Communications Commission (FCC) is seeking public comments on a proposal by Blue Dolphin Communications, Inc. to replace Station KBIL(FM) in Grand Isle, Louisiana, with a new station in Empire, Louisiana, and to reallocate the new station's channel to serve the Empire community as its first local radio service.
