FCC Seeks Comments on Represcription of Local Exchange Carrier Price Cap Productivity Offset

The Federal Communications Commission (FCC) is seeking public comment on the represcription of the productivity offset, or 'X-factor,' in the local exchange carrier price cap formula, which was previously overturned by a U.S. Court of Appeals ruling, and now seeks to retroactively and prospectively prescribe the X-factor for the period from July 1, 1997 to June 30, 2000, and forward, respectively.
