MSHA Announces Public Comment Period on Interpretation of 'Significant and Substantial' Phrase

The Mine Safety and Health Administration (MSHA) is seeking public input on its interpretation of the 'significant and substantial' phrase in the Federal Mine Safety and Health Act of 1977, following the publication of an interpretative bulletin in 1998.
