Workforce Investment Act of 1998

The purpose of this notice is to obtain comments on the Department of Labor's draft White Paper on the implementation of the Workforce Investment Act (WIA or Act ), Public Law 105-220 (August 7, 1998). The paper sets forth in general terms the approach the Department is taking to implement title I, III and V of the Act. The implementation of title V will be conducted in conjunction with the Department of Education. This paper is only one of a series of documents and other materials that will guide the implementation of the Act. It is not intended to answer all questions relating to implementation, but rather to provide the general philosophy and approach to implementation. Other documents will address more specific issues. While the Department does not plan to revise this paper, all comments received by the closing date will be considered in future aspects of the implementation process. This notice is not a proposed rule. The Department will consider comments on regulations throughout the rulemaking process.
