Environmental Impact Statement to Consider Coal Exchange Proposal in Montana's Powder River Resource Area

The US government plans to prepare an Environmental Impact Statement to assess a proposal to exchange coal from the Tongue River valley floor in Montana's Powder River Resource Area, in compliance with federal laws and regulations, with a target completion date of fall 1998.
