Pay Administration (General); Severance Pay for Panama Canal Commission Employees

The Office of Personnel Management (OPM) is issuing final regulations to exclude certain categories of employees of the Panama Canal Commission (PCC) from entitlement to severance pay. On December 31, 1999, the Republic of Panama will take over operation of the Panama Canal under the terms of the Panama Canal Treaty of 1977. The proposed changes apply to PCC employees who receive an offer of reasonably comparable employment with the successor Panamanian public entity before separation, accept such employment within 30 days after separation, or are hired by PCC 90 days or more after publication of these regulations.
