National Park Service Updates Policy Manual for Cooperating Associations

The National Park Service is converting its internal instructions to a three-level system and making public the Director's Order #32, which outlines operational policies for relationships with Cooperating Associations, private nonprofit organizations providing educational services in the National Park System.
