EPA Proposes Disapproval of Texas' VMT Offset Plan for Houston Area

The Environmental Protection Agency (EPA) is proposing to disapprove the State of Texas' revised State Implementation Plan (SIP) for the Houston/Galveston Area, which fails to meet the requirements of the Clean Air Act's section 182 due to its reliance on an Inspection and Maintenance (I/M) program that was halted.
