Bureau of Reclamation Proposes Rule for Offstream Storage of Colorado River Water

The Bureau of Reclamation has proposed a rule to encourage cooperation among lower division states in managing Colorado River water, allowing them to store offstream water, develop storage credits, and use those credits within the region.
