Federal Acquisition Regulation Reform: Changes to Small Disadvantaged Business Certification

The Department of Defense, General Services Administration, and National Aeronautics and Space Administration have agreed to issue an addendum to correct Federal Acquisition Circular 97-07, making amendments to the Federal Acquisition Regulation to provide additional time for subcontractors to become certified under Small Business Administration rules. The changes allow contractors to accept subcontractors' self-representation of their status as small disadvantaged business concerns, with the goal of rescinding the changes by July 1, 1999, and requiring certified SDBs as subcontractors after that date.
