Closed Captioning of Video Programming

Viewers with hearing disabilities may not always have access to the same televised emergency information that is currently available to other viewers. The Commission adopted this Further Notice of Proposed Rulemaking (``Further Notice'') seeking information and comment regarding appropriate rules and policies to promote and to ensure the accessibility of televised emergency information to persons with hearing disabilities. Closed captioning rules for emergency information programs were not adopted in the Report and Order in MM Docket No. 95-176, In the Matter of Closed Captioning and Video Description of Video Programming, Video Programming Accessibility (``Closed Captioning Order'') due to the limited comments submitted in that proceeding on the issue of captioning of such programs. The Further Notice does not contain proposed or modified information collections subject to the Paperwork Reduction Act of 1995 (PRA), Public Law 104-13.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
