Emergency Alert System

This Second Further Notice of Proposed Rule Making seeks comment regarding proposed rules that would prohibit cable systems from overriding local broadcaster's emergency related programming with voluntary state and/or local level Emergency Alert System (EAS) messages. The Commission also seeks to insure that EAS rules will allow members of the public to receive the most current and accurate emergency information possible, whether the information is originated by a cable operator, or an over the air broadcast station. Cost information related to the purchase and installation of selective channel override equipment at cable systems is requested. Cable systems may need to install this equipment if rules requiring local broadcasters emergency programming be uninterrupted by cable systems EAS warnings are adopted. The Commission requests comment as to who should bear cost related to this additional switching equipment.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
