Pay-per-Call Rule
In this document, the Federal Trade Commission (the ``Commission'' or ``FTC'') issues a Notice of Proposed Rulemaking to amend the Commission's Trade Regulation Rule Pursuant to the Telephone Disclosure and Dispute Resolution Act of 1992 (the ``900-Number Rule,'' ``Rule,'' or ``original Rule''), 16 CFR Part 308, and requests public comment on the proposed changes. The 900-Number Rule governs the advertising and operation of pay-per-call services, and establishes billing dispute procedures for those services as well as for other telephone-billed purchases. This document invites written comments on all issues raised by the proposed changes and, specifically, on the questions set forth in Section I of this Notice. This document also contains an invitation to participate in a public workshop to be held following the close of the comment period, to afford the Commission staff and interested parties an opportunity to explore and discuss issues raised during the comment period.
