Proposed Popcorn Promotion, Research, and Consumer Information Order
The U.S. Department of Agriculture (Department) is seeking comments on a proposal for a industry-funded promotion, research, and consumer information program for popcorn. An order for the proposed program--the Popcorn Promotion, Research, and Consumer Information Order (Order)--was submitted to the Department by the Popcorn Institute. Under the proposed order, processors would pay an assessment rate of 5 cents per hundredweight of popcorn to the proposed Popcorn Board (Board). Composed of popcorn processors, the Board would use the assessments collected to conduct a generic program of promotion, research, and consumer information to maintain and expand markets for popcorn. In addition, in accordance with the Paperwork Reduction Act of 1995, this proposed rule specifies the public reporting burden for the collection of information involved in reporting the necessary information to administer the program.
