Lapse of Authority Provision; Inactive Foreign-Trade Zones

The Foreign-Trade Zones Board has issued new guidelines and procedures for implementing the lapse provision of Section 400.28(a)(5) of its regulations, following comments received in response to Federal Register notices published in April and July 1996.
