Functional Capacity Index
The National Highway Traffic Safety Administration (NHTSA) is developing a scale to quantify the consequences of pediatric injuries received in motor vehicle crashes based on adjusted life-years. This index is an extension of the basic index described in Docket No. 91-33, Notice No. 01. The factor used to adjust the injured person's remaining life-years is called the Functional Capacity Index (FCI). It combines decrements in each of ten dimensions of functioning into a whole body score. The development of the definitions of the functional attributes and their various capacity levels has been completed. This notice requests comments on the approach being taken and on the attribute definitions.
