Air Bag On-Off Switches

This document amends a final rule which allows motor vehicle dealers and repair businesses to install retrofit manual on-off switches for air bags in motor vehicles. The rule requires the on-off switch to be key operated and requires a telltale that indicates the operating status of the air bag. NHTSA has determined that the language of the regulatory text could be mistakenly interpreted to require a key specifically matched to the on-off switch and that the rule was ambiguous as to how the readiness indicator should function when one or both air bags have been deactivated by means of the on-off switch. This rule revises the language of the regulatory text to clarify these issues. It also corrects a clerical error found in the original regulatory text.

Event Data Recorders

This final rule amends NHTSA's regulation governing Event Data Recorders (EDR or EDRs) to delay the implementation schedule for expanded pre-crash data capture requirements. In response to petitions for reconsideration of a final rule published on December 18, 2024, the agency is adopting a four-year phase-in compliance schedule that begins September 1, 2028. This action ensures the increased pre-crash data capture requirements are integrated into the vehicle fleet in a manner that aligns with manufacturer production cycles and technical feasibility.

Kawasaki Motors Corp., U.S.A. Administrative Rulemaking, Guidance, and Enforcement Procedures

This final rule reinstates and expounds upon procedural reforms for the Department's rulemakings, guidance documents, and enforcement actions rescinded by a final rule published by the Department on April 2, 2021, "Administrative Rulemaking, Guidance, and Enforcement Procedures." Accordingly, this final rule revises and updates the Department's internal policies and procedures relating to the issuance of rulemaking documents. In addition, this final rule updates the Department's procedural requirements governing the review and clearance of guidance documents, and the initiation and conduct of enforcement actions, including administrative enforcement proceedings and judicial enforcement actions brought in Federal court.
