NASA Contractors Can Now Claim IR&D Costs in Cooperative Arrangements

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule allowing NASA contractors to claim independent research and development costs as indirect costs in cooperative arrangements, exempting this regulatory action from Office of Management and Budget review.
