Federal Acquisition Regulation Update: Changes to Independent Research and Development/Bid and Proposal Costs

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule amending the Federal Acquisition Regulation to remove ceiling requirements for Independent Research and Development/Bid and Proposal costs, effective for fiscal year 1996 and beyond, and clarifies costs associated with cooperative arrangements.
