Establishment of a Joint Board

The Federal-State Joint Board recommended rules to divide Other Billing and Collecting expenses between intrastate and interstate jurisdictions, with two-thirds allocated to the state jurisdiction and one-third to the interstate jurisdiction, effective February 3, 1997.
