FCC Proposes Rule to Classify Guam Telephone Authority as ILEC

The FCC has proposed a rule that could allow the Guam Telephone Authority and other carriers to be treated as incumbent local exchange carriers (ILECs) under the Communications Act, subject to three conditions: meeting market position requirements, providing local exchange service to all or most subscribers in an area without prior service, and being consistent with the public interest. The proposal, CC Docket No. 97-134, is open for public comment.
