EPA Proposes Disapproval of Virginia's Operating Permits Program

The Environmental Protection Agency (EPA) is proposing to reject the Commonwealth of Virginia's Operating Permits Program, which was submitted in response to federal regulations requiring states to establish programs for issuing operating permits to major stationary sources and other eligible sources, due to concerns over the program's lack of judicial review provisions, failure to require certain sources to obtain permits, and inadequate fee collection mechanisms.
