Addition of Coverage to NASA FAR Supplement on NASA Shared Savings Clause

This rule proposes to amend the NASA Federal Acquisition Regulation Supplement in order to establish the procedures for a ``Shared Savings Clause'' to be used in solicitations and contracts. The intent of the clause is to provide an incentive for contractors to identify and implement significant cost reduction programs. In return they would be eligible for a share of realized savings which result from those cost-cutting projects once the projects are approved by the contracting officer.
