Approval and Promulgation of State Implementation Plans: Washington

The EPA proposes to approve the Regulations of the Northwest Air Pollution Authority (NWAPA) for the control of air pollution in Island, Skagit, and Whatcom Counties, Washington, as revisions to the Washington State Implementation Plan (SIP). In accordance with state law, NWAPA rules must be at least as stringent as the Washington Department of Ecology (WDOE) statewide rules.
