New York Department of Environmental Conservation Revises Regulations on Hazardous Waste Transportation

The New York Department of Environmental Conservation has revised regulations on the transfer and storage of hazardous wastes incidental to transportation, preempting federal requirements under the Hazardous Materials Regulations (HMR) and 49 U.S.C. 5125(b)(1) and (a)(2).
