US Postal Service Amends International Mail Manual to Clarify Postage Collection Rules

The US Postal Service has updated its International Mail Manual to clarify when mail sent abroad is considered to be sent 'by or on behalf of' a US resident for the purpose of collecting US domestic postage, and to allow for the collection of domestic postage on mail sent abroad by non-US residents.
