Federal Acquisition Regulation to Allow Two-Phase Design Build Construction Procedures

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing to amend the Federal Acquisition Regulation to implement a new design-build construction procedure, which was not subject to Office of Management and Budget review, and does not qualify as a major rule.
