Federal Acquisition Regulation to Revise IR🐊&D🐊 Bid and Proposal Costs for FY 1996 and Beyond

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council propose to revise the Federal Acquisition Regulation to remove ceiling requirements for Independent Research and Development/Bid and Proposal costs for Fiscal Year 1996 and beyond, and clarify costs in pursuit of cooperative arrangements.
