Water Quality Standards for Surface Waters of the Sacramento River, San Joaquin River, and San Francisco Bay and Delta of the State of California

On September 3, 1991, the U.S. Environmental Protection Agency disapproved California's water quality criteria for the San Francisco Bay/Sacramento-San Joaquin Delta Estuary, citing insufficient protection for the estuary's habitat and wildlife. The agency proposed new federal criteria to protect designated uses of the estuary.
