Certification of Gaseous Diffusion Plants; Final Rule NUCLEAR REGULATORY COMMISSION

The Nuclear Regulatory Commission (NRC) is amending its regulations to add a new part that includes the requirements for certification of uranium enrichment activities of the United States Enrichment Corporation (the Corporation) in its operation of the two gaseous diffusion plants that the Corporation is leasing from the U.S. Department of Energy (DOE). These two plants are known as the Portsmouth Plant and the Paducah Plant, located at Piketon, Ohio, and Paducah, Kentucky, respectively. These regulations are being promulgated to establish standards for the protection of the public health and safety from radiological hazards and provide for the common defense and security, including adequate safeguards. A number of conforming amendments are also being made to other NRC regulations. In addition, appendix A to part 95 is being removed, since this material is now available in a separate publication.
