Quarterly Rail Cost Adjustment Factor

The Commission has approved a fourth quarter 1994 rail cost adjustment factor (RCAF) and cost index filed by the Association of American Railroads. The fourth quarter RCAF (Unadjusted) is 1.045. The fourth quarter RCAF (Adjusted) is 0.822, a decrease of 1.3 percent from the third quarter 1994 RCAF (Adjusted) of 0.833. Maximum fourth quarter 1994 RCAF rate levels may not exceed 98.7 percent of maximum third quarter 1994 RCAF rate levels.
