Licensing Policies and Procedures, Satellite Communications; Final Rule FEDERAL COMMUNICATIONS COMMISSION

In this final rule, the Commission publishes rules to govern the licensing and regulation of low-Earth orbit (LEO) mobile-satellite systems operating in the 1610-1626.5/2483.5-2500 MHz frequency bands. This rule follows a notice of proposed rulemaking published in the Federal Register on March 14, 1994 [59 FR 11746]. The qualification requirements and technical rules are intended to permit licensing of these systems and the provision of new domestic and international satellite services.
